Note the framing. Not voting is a “failure”. “Illogical” is something we don't want to be seen as being.

Well, the above conversation needs polishing and fleshing out, but I hope it conveys the general idea. Associate non-voting with failure and illogic and self destructive behavior. Also obviously a whole bunch of other negative characteristics.
