I should add that from standpoint of Democrats, raising this issue will reinforce the question about Mr. Trump’s suitability for role of president. So might be a very useful part of the 2018 election campaign, casting doubts on the Republicans.

I had a note from a friend who read this, which said “Reportedly in the last months of the Nixon WH, HAK and Laird had instructed the nuc commanders not to accept the codes without their counter-sig.”
